About
Hon. Marc Kabandana is a Rwandan interdisciplinary researcher, former senior executive and
public administrator, and currently a Member of the Rwanda Elders Advisory Forum (REAF).
With more than twenty years of leadership and management experience across telecommunications, higher
education, public administration, governance, and development, his current research explores how
data, artificial intelligence, mathematical modelling, systems thinking, and multiple forms of knowledge can
contribute to more intelligent and adaptive approaches to national transformation.
His academic background combines a Bachelor of Education (B.Ed.) in Chemistry and an
MBA in Finance and Accounting, complemented by continuing study in artificial
intelligence, machine learning, Python, data analysis, computational modelling, and visualization.
Research Focus
Kabandana's principal research programme centres on Transformational Developmental Intelligence
(TDI), an emerging interdisciplinary research framework concerned with how societies and
institutions can integrate purpose, evidence, intelligence, decision-making, learning, and adaptive
action to pursue sustainable transformation under complexity and uncertainty.
At its computational core, he is developing the Data-Centric Transformational Intelligence Metamodel
(DC-TIM), integrating:
Data Intelligence → Multi-Epistemic Intelligence → AI/Computational Intelligence → Systems
Intelligence → Optimization Intelligence → Learning Intelligence
This architecture is supported by a Hybrid Mathematical Architecture (HMA) combining:
Discrete + Continuous + Stochastic + Spatial + Optimization + Learning
His research therefore sits at the intersection of development studies, computational intelligence,
complex adaptive systems, systems science, AI, mathematical modelling, policy science, territorial
development, and adaptive governance.
Research and Innovation Frameworks
He is the conceptual originator of Policy Matrix 360° (PM360), evolving toward
PM360-MF(Q)-NTOS, an adaptive policy-intelligence architecture connecting data and diagnosis
with forecasting, alternative futures, simulation, optimization, decision-making, monitoring, learning, and
adaptation.
His applied research also includes Rwanda Urban-360 (RU360), addressing adaptive territorial
intelligence and settlement governance, with particular attention to Rwanda's Rural–Urban
Developmental Continuum.
These initiatives form part of a broader emerging intellectual programme associated with DC-MEPCI —
Data-Centric Multi-Epistemic Policy Community Institute.
Current Research Direction
His developing doctoral research is provisionally framed as:
Transformational Developmental Intelligence (TDI): A Hybrid Computational Mathematical Architecture
and Data-Centric Intelligence Metamodel for Adaptive National Transformation under Complexity and
Uncertainty
with Rwanda's Rural–Urban Developmental Continuum as its principal applied case study.
The research follows a progressive pathway:
Theory → Mathematical Formalization → Data Architecture → Computation → Simulation → Optimization →
Learning → Application
Research Vision
Kabandana's work is guided by a central question:
How can societies combine human knowledge, scientific evidence, computational intelligence,
mathematical modelling, institutional learning, and societal purpose to make national transformation more
intelligent, adaptive, inclusive, and sustainable?
His longer-term ambition is to contribute to the scientific development and practical application of
Transformational Developmental Intelligence, beginning from Rwanda and African development
contexts while pursuing concepts and methods with wider international relevance.
